JOB PROFILE OF JUNIOR ACCOUNTANT IN DEPARTMENT OF POST
First of all congratulations to all of you who got selected for Junior Accountant in CGA and Department of Post in CGL 2014. I will give you a detailed description of job responsibilities and promotional aspects in Department of Post for Junior Accountant.
At present there are 22 PAO’s i.e. Director Of Accounts (Postal) all over India mostly in state capitals. The postal accounts are separated from Comptroller and Auditor General from 01.04.1976. All the PAOs will be headed by Directors from P&T accounts and finance Service through Civils.
JA is Group C in PB-1 5200-20200 with G.P 2800. Salary in hand is 29000 in X-class cities at present. There is one Principal office Delhi to see all the 22 PAOs, headed by Deputy Director General.
Senior Accountant: JA’s with 3 years of service and who completes probation successfully are eligible for SA. SA is PB-2 9300-34800 with G.P 4200.
Assistant Accounts Officer: After 3 years of service as JA you will be eligible to write AAO examination. Recruitment rules for AAO examination is under preparation. Only after approval from finance ministry, there may be possibility to conduct AAO exam by next year. AAO is Group- B gazetted in PB-2 9300-34800 with G.P. 4800.
Accounts Officer: It is given by seniority from AAO cadre. At present in postal, it is taking maximum 5 to 6 years to become Accounts Officer. AO is PB-2 with G.P 5400.
Sr. Accounts Officer: AO’s who completes 2 years service will get Sr. AO. Only 3% increment will be given in Sr. AO cadre.
Chief Accounts Officer/Deputy Director: At Present it is taking 5 to 6 years for an AO to become CAO. It is senior time scale (STS) Goup A. PB-3 15600-39100 with G.P 6600.
One JA can reach up to CAO level in his entire service.
AAO exam is common for telecom and Postal. After passing AAO one may be allotted to either postal or telecom and further promotion/posting are also inter changeable on all India basis.
There is also a possibility of Direct AAO exam (only in design stage not yet cleared by Govt.), which you can reach up to Director Level.
Duties and responsibilities:
Due to its volume of work, there are 22 circles running in India for Dept. of Post. Each circle is headed by Chief Postmaster General. Monthly accounts relating to receipts and payments will be sent by head post offices to PAOs. PAOs will compile it and upload it to the CGA through e-Lekha.
PAO is responsible for pension calculation, NPS, GPF and all important payments. There is internal inspection party which will inspect the head post offices from PAO.
Recently this department is changing to new platform for accounts i.e., Core system Integrator. It will replace all the manual work. Everything will become online like corporate sector.
So the present system/ work culture will change fully. When it will happen all over India is not clear. Anyhow the process is started. For this new recruitment rules and work also being worked out. So the responsibilities of JAs will be redefined.

All the unions asked 7th CPC to merge JA and SA cadres. Mostly, it will be accepted by Pay Commission.
